ARTICLE IX dealing with treatment of goods passing through
Hongkong from one treaty port to another has been altered out
of recognition. In the first place, the clause stipulating
that goods landed pending subsequent shipment are to be bonded
is deleted, and so too is all reference to bonding and bonded
warehouses under Customs supervision. In the second place, the
clause giving the Customs the right to supervise goods in transit
which are not landed or transhipped, is likewise deleted.
Thirdly, the Minister's draft extends the time limit within
which Chinese goods in transit may be transhipped from three
months of the printed draft to one year. Fourthly, the Minister's
draft stipulates that foreign goods in transit through Hongkong,
if re-exported within one year "to some place other than China
"they shall be entitled to a drawback of the amount of import
